Georgia BRIGHT: A Path Forward – Q&A With Program Director Alicia Brown

Since launching in 2023, our privately funded program has helped more than 100 families and nearly two dozen community-based organizations go solar with no upfront costs—delivering nearly energy savings from day one. As we explore every option to restore Solar For All, we’re committed to keeping up the momentum. Our new Safe Harbor as a Service model ensures that solar tax credits continue reaching the Georgians who can benefit most from long-term financial savings.

In this Q&A, Georgia BRIGHT Director Alicia Brown answers some of the most common questions about this path forward.

Why launch Safe Harbor as a Service now?

The US Treasury has given us a limited window to safe harbor tax credits under current rules. Beginning next year, some restrictive new Foreign Entity of Concern requirements will come into play that could raise project costs, increase risks, and add complexity. By “commencing construction” this year, we avoid these requirements altogether.

Additionally, commencing construction this year preserves access to tax credits through the end of 2029. This gives us two years of additional runway compared to waiting until next year or 2027 to commence construction through physical installation work.  

How does Safe Harbor as a Service work?

If we purchase at least 5% of a project’s equipment before the end of the year, we lock in the federal tax credit under 2025 rules for up to four years. This allows us to protect the economics of projects that would otherwise be out of reach for low-income households and community organizations.

Can this replace Solar for All?

Nothing can fully replace Solar for All. But with the right partners (lenders, funders, and developers), safe harbor as a service can unlock significant scale. For every $1 we spend on safe harbor, we can support $12 of projects that lower bills and deliver resilience to those who need it most.

I’m a homeowner or small business owner. What services are currently available through Georgia BRIGHT?

As of September 2025, Georgia BRIGHT is winding down its commercial pilot program, and its residential pilot program has closed. We hope to relaunch privately capitalized versions of both our residential and commercial programs next year. 

What’s the timeline?

We are targeting a commercial launch in January 2026 and a residential launch by mid-2026. In the meantime, we’re working to line up financing, partnerships, and equipment procurement.

What happens if Solar for All is restored?

We’ll relaunch our No-Cost Solar Plan immediately. Within just three days of opening enrollment in August, nearly 1,000 families signed up, proving the demand and need remain.
